Panhandle Public Health District (PPHD) has added a new outdoor mural at its Scottsbluff location, according to a news release dated July 27, 2026.
The mural was designed and created by local artist Yelena Khanevskaya, who also created PPHD’s indoor mural. Khanevskaya stated that the mural’s concept reflects PPHD’s mission through themes of transformation, growth and interconnectedness, with a butterfly symbolizing positive change, resilience and healthier futures, and upward-moving plants representing vitality, renewal and community well-being.
Khanevskaya added that the layered geometric background and color palette reinforce the vision of a healthier and safer community, and that the combination of organic and geometric elements is intended to create an image of harmony between people, the environment and community systems, symbolizing care, resilience and collective growth.
Health Director Jessica Davies said the mural represents “the heart of public health, people, partnerships, and community,” and noted that PPHD is excited to share the public art with the community.
According to the release, both the indoor and outdoor murals were partially funded with a grant through the Nebraska Arts Council. The murals can be viewed at 18 W 16th Street, Scottsbluff, Nebraska.
PPHD stated that it is working to improve the health, safety and quality of life for all who live, learn, work and play in the Panhandle, with a vision of a healthier and safer Panhandle community.
